March 2019 Association Meeting

Our Speaker for our March 11 th Meeting is one of our very own Whitfield Ballentine Manor neighbors. David W. Duncan is a Pullman Railroad car historian and restorer of John Ringling’s private railroad car. A Pullman Car was a standard of luxury in the early part of the 20th century and John Ringling wanted one. Ringling commissioned Pullman to build a private car for his personal use in 1904. The name Wisconsin was chosen to honor the state that was home to the Ringling brothers and their circus.
Mr. Duncan’s hands-on work and expertise have been instrumental in the restoration process of this historic railroad car that can be seen at the Ringling Museum. This restored jewel of the Gilded Age tells the story of a bygone era.
Also at this meeting, Manatee County Planning Staff will be presenting a proposal to allow accessory dwelling units (ADU’s), also known as ‘mother-in-law apartments,’ County-wide in single-family zoned neighborhoods. The proposal includes allowing ADU’s up to 1,000 sq. ft. in size with a reduced building setback of 10’ from the property line and screened by foliage or fencing. The County is proposing that ADU’s will not be permitted to be used for short-term rentals (e.g Airbnb), that the owner must live on the premises, and that additional parking will not be required if within .5 mile of transit (which currently exists along US 41).
There are a lot of questions to be asked related to the impact of the proposal to the character of our historic neighborhood as the size of the ADU’s being proposed have the ability to accommodate at least two bedrooms and would lead to additional cars being parked on the premises. There is also concern how the enforcement of the proposed prohibition of ADU’s as short-term rentals would be addressed as the Florida Legislature, in 2011, prohibited local governments from enacting new regulations for short-term vacation rentals.
